Those would be great solutions in a normal country, but Argentina’s case is a lot more complex. The biggest underlying issue being inflation, which has been largely driven by government policies in the Kirchner administration.

It’s also politically impossible to limit immigration, even if you had a right-wing government (which the typical urban voter here chooses — it doesn’t really work like in the US here). There’s also really extreme poverty and slums in the cities, together with massive development for the middle and higher classes. You’re right about affordable housing, but the problems are much deeper.
